They haven't sent out regular email newsletters in the past, although it is something they would like to be doing on a regular basis in the future.
So far they've sent emails to mailing lists generated from their CMR database (via a CSV file).
It could now be the time for them to move to something more sophisticated where people can subscribe/unsubscribe, and it'd be easy for them to send emails that are professionally done, i.e. based on proper templates and with a proper and neat text-only version.
My impression has been that this can be best dono through some online service. Am I right, and can you recommend any good UK-based services?

Have you considered getting an in house solution for your client?
Because of the nature of the campaigns a council shouldn't have problems with deliverability, will likely only send plain text messages, but could end up with a large list, sending a considerable number of mailings.
We have found Lyris to provide excellent service and allow us to have the control that we need for our campaigns.
