Percent of spend models are out there as a gauge of the amount of work needed. We do work on a performance model in several cases it's a win win but that always costs the client more money but they know its based on profits going where they want them to go. We also have some % of spend clients & although it may seem that we would be incentivized to spend more its not really something we can do, It's hard to explain. If you wanted to see waste you can check in AdWords and see if the average position is less than position 2 i.e. 1.1 the bids are too high unless its a new adgroup or keyword like your brand name or something that just always makes money for you company.
