About Me

Francesco Molinari, born in 1964, holds a MSc and a MA in Local Public Management (Siena University, 2007 & 2005) and a BSc (Hons.) in Social and Economic Disciplines (Milan “L. Bocconi” University, 1990). He is also a PhD Scholar on Public Management at the Department of Business and Social Studies of Siena University. Currently an independent ICT research and project manager for several public and private organizations, between 1994 and 2002 he has been economic and financial manager at a local development agency with 800+ associated SMEs. In that position, he chaired the technical team at the Responsible Subject of Massa-Carrara Territorial Pact (a State funded local development program with 40+ M€ financial endowment). In 2002 he was deputy manager at an Italian chamber of commerce, responsible for institutional relations and services to enterprises. Between 2003 and 2008 he has been strategic advisor of a middle-sized city Mayor. Between 2003 and 2006 he has also been a contract professor at Pisa University, designer of the eGovernment module at the Political Science Faculty. Nowadays, he teaches eGovernment to several Master classes at Milan “Cattolica” and Siena Universities.Between 2007 and 2008 he has been part of the International Research Unit at ALTEC SA, then the second largest ICT Company of Greece for R&D expenditure, holding the responsibility for eGovernment research. Since 2009 he has been Associate to the London based 21C Consultancy Firm. Among the numerous memberships one can mention ENoLL – the European Network of Living Labs, since the year 2008.In his career Francesco has been involved in the coordination of (or participation in) about twenty ICT-related R&D and innovation projects at European, national and regional level – many of which on the topics of eParticipation and eGovernance.

For DG INFSO, Unit F4, he led in 2008 a study for the assessment of the Living Labs approach in the EU innovation and Future Internet scenario. He was also part of a previous (2007) study concerning the impact assessment of ICT RTD and deployment on the national and regional innovation systems, funded by Unit C3 of the same DG. For DG RTD he was involved in 2009-2010 as contract manager for the University of Pisa, in the Feasibility Study for Creating a European University Data Collection System [EUMIDA]. For the Italian Ministry of Economic Development and the Agency for Innovation in Public Administration, he has coordinated in 2010-2012 a State Region Working Group aimed at the establishment of PCP (Pre Commercial Procurement) in the local government practice.
