SEO strategy usually gets confused with specific SEO tactics.
How does a high level SEO strategy look like on paper? Can anyone define a high level SEO strategy? What elements would constitute a high level SEO strategy? Could someone share an SEO strategy outline?

Not sure whether you've looked at our Search Engine Optimization (SEO) - Best Practice Guide - in particular the section on SEO Strategy and Planning?
There are 75 pages on the strategy and planning aspects alone so it's hard to share much of that in a forum of course. Page 14 has a 'success factors' map which sums up all the elements very well.
