Hi Simon,
How far are you down the design cycle? There are many approaches and it would be pertinent to decide what you want to do. There are paid link building site (not so sure about these) and then there are one's that you can build yourself.
These are often the best appraoch as it has greater relevence than a link factory that is just about the numbers. Would have to know a bit about what the site is for, how, what, where kind of stuff.
If you just want to have a chat, drop me a line here and perhaps we can set up a Skype call.
Kind regards

Hi
You should consider featuring your products into professional marketplace with good google PR and relevant audience. This will help your SEO big time compared to submitting massively links to non relevant links directories. if you happen to be in the Software business, i recommend you our dedicated marketplace for SaaS and Cloud Apps (http://www.getapp.com)

Simon,
My suggestion would be to implement the following plan of action:
Understand the keyphrases you are seeking rank for in the organic results
Analysis the volume, quality and source of the inbound link structures of those websites which are currently ranking in the top 10 against the chosen key phrases.
Implement an achievable blended Link Building strategy over a period of time which will deliver the results. The quality and volume of the links will depend on a number of factors including timescales, resources and available budget.
I am happy to discuss in more detail as a phone conversation would give me a better idea on how I could advise you correctly with the best option. My direct number is 0207 378 8526.
