IT Consultant at KTK

Hey there everyone, it’s been a while since I posted anything, but I'm in a little difficulty again and need some guidance.
I’ve been placed into a project where I have to coordinate the implementation of a new IT solution. My company is a network marketing company that sells Italian Suits. Of late we were taken over by a fresh management team who are not acquainted with the current IS departments IT system. They basically saw that there was a bottleneck in the company and it was the IS departments fragments information system. Now they’ve ordered that the system be scrapped and a new system be put in place where fragmentation is next to none and where IT is correctly aligned to business processes. Now this involves delving into quite a few other elements such as BPR, outsourcing, knowledge and change management as well as IS alignment. But where do I begin?
I have to hand in a proposal soon; thereafter I have to coordinate the project. I’m really in a big mess. Any suggestions? What are the steps I could take?
P.s. I’m a little concerned whether I have portrayed my questions well. However, I shall make it a little simpler; Basically, I would like to know what steps an external IT consultant would take in thinking of an IT solution then implementing that solution.
Thank you for your time in advance. - Adam
