Hi!
Does anyone have specific experience and/or contacts for outsourcing in the Baltics? One of my companies operating in Stockholm is interested in outsourcing a number of web development projects - and I have heard some good things about software development in Estonia and Latvia etc.

Estonia and Latvia are not as cheap anymore. it's EU now. Russia and Belarus are close enough though. I have a couple of contacts there. it depends on the scale you need. let me know if you have any questions.

I am based in Copenhagen and help companies to build outsourcing strategies and programs. Several of my clients have outsourcing relationships in Estonia.
My experience is that the level of work is top notch and that culturally somehow it tends to be a bit of a better fit than some other places (but this obviously varies enormously depending on the kind of industry, area of competence, world experience etc.... that both parties work in or have).
However, as noted by Alex, the prices aren't as low as they used to be. Also, several of the outsourcing partners are beginning to experience longer running times to hire appropriate resources (or are beginning to hire younger/less experienced programmers to do the work).
I would agree with Alex that the tendency now is to move to Russia and Belarus (I would add Ukraine to that list too).
I think that some of the important things to consider will be how much time your company has to monitor/supervise/direct the outsourcing effort. It wouldn't hurt to pick a more mature outsourcing scenario if you aren't prepared to put an appropriate amount of resources on the project. You may wind up paying the same (or more) if you pick a place purely on price alone.
