Is there any software out there to help manage PPC campaigns on Google, Overture and Miva?
Rather than have to deal with 3 admin accounts it would be great to manage everything via one system that will also collate and compare info and produce reports across all three networks.

There are plenty of alternatives to the expensive tools such as bidbuddy and atlas. It really will depend on the product, your average CPC's and spend to determine what soultion would best fit be it a CPC based or spend based service. Please feel free to email me with an outline of your figures and I'd be happy to point you in a few directions

I can recommend www.makemetop.co.uk which does pretty much what you want (i.e. provide one interface to manage Adwords, overture and Miva) listings.
You may also find our Adprecision ESP system very useful (www.adprecision.net) as it automatically creates keyword phrases and writes titles and descriptions automatically for Google Adwords, Overture and Miva. This takes a lot of hard work away when setting up campaigns in search engines. Our system can also change Titles, Descriptions and URLs automatically based on your product feed to us. Our clients notice a higher CTR for a lower average CPC rate.
I'm interested in this to, are you able to post some alternatives?
Search Marketing Campaign manager from Interactive Return www.interactivereturn.com can be used to monitor and report on Overture, Google and Miva PPC campaigns but not to manage the campaigns. It is available at a flat fee of €395 per month to monitor one campaign per engine. A free 14 day trial is also available.
The State of Search Marketing Report 2012, published by Econsultancy in association with SEMPO, looks in-depth at how companies are using paid search, search engine optimization (natural search) and social media marketing. The report looks closely at current practices and emerging trends across paid search and SEO, as well as their relationship with social media.
Best Practices in Digital Display Advertising: How to make a complex ecosystem work efficiently for your organization is a comprehensive overview of display media advertising. Tailored to marketers who are attempting both branding and direct response, topics covered include emergent technology, key changes, and guidance on how to discover, buy, serve, and measure digital display media advertisements.

Can any of these limit your bids to a maximum CPA?
The only one I've seen that claims it can do this is Atlas, and it becomes v expensive if you're operating on a high volume, low margin business.
