Hi Mark,
I think you should have a good look at your project scope, define your objectives and list the project on a site like www.rentacoder.com
If you look for a compnay in the UK - you are likely to be charged between £250-500 per month for optimisation and possibly similar figures for an integrated digital marketing campaign.
Someone on Rentacoder could do the same job for a fraction of the cost and you can define very specific goals.
I have had projects implemented through them for my current and previous companies and am quite happy with what I have received.
Like I said, depends on your budget, project scope and overall requirements.

With serious projects rentacoder staff is INCREDIBLY STUPID and they are proficient to blame someone else.

There are good and bad on Rentacoder just like in the rest of the market, and it takes some skill to work out which is which. I've had a couple of mediocre experiences and some very good ones.
It also takes a lot of experience to come up the kind of watertight briefing that hiring outsourced developers needs.
If you don't have access to these skills you should accept higher costs for resources you can meet face to face, and who come with personal recommendations. It'll be cheaper, and far less stressful in the long term.
Sites like Rentacoder are great for small, non-urgent projects, prototypes and the like, but I wouldn't base my business on them.
