I am looking for a UK based email marketing tool which will allow me to deliver small email campaigns for clients on an ad hoc basis. Because the campaigns are small and targeted and aren't sent on a frequent schedule, I'm interested in one-off or pay-as-you-go type services. For DPA best practice, I also have preference for a UK service, despite the absurdly attractive pricing on services like mailchimp and CampaignMonitor.
Both Adestra and dotMailer come highly recommended, but does anyone have any other recommendations?

UK based Spinnakerpro has a pay as you go version so you pay for only what you send and operates like a mobile phone topup. No minimums, no long term contract and cancel any time. You can pay by credit card or paypal. If operating for clients there is a full billing module which provides all the details you will need for your own client billing.
