Can anyone suggest me the cause

Last year page rank was 4 again after 3 months(page rank update) it
became 0 again after three months it became 4 and now again in recent
page rank update it became 3 and same time no of quality links is
increasing why page rank is shuffling.

Page rank shuffles happen when Google change their algorithms. Unfortunately, as in finance, your pagerank can go down as well as up. In theory you shouldn't suffer if it drops as it is just a realigning of the market, but it does very much depend on what sort of links you have.
