I would reccomend Afiliate Window, we use them to run affilaite programs for our clients, you could also look at Web Gains.
Would I be correct in thinking you want to build a shopping comparison website for a TV Channel? If this is the case I would suggest that you also need a solid tech agency who can work along side your Affiliate partners or a company that can provide both.
I think it would be worth talking to Duncan Jennings at www.econversions.co.uk - they have built and run a number of websites in this area.
