If by CPA you mean Cost per Action:
several providers will be able to help with that, two of the biggest being:
- DrivePM (Former mediabrokers)
- Advertising.com

CPA banner means cost per acquistion, and for that RupizAds is good agency. The URl for the website is www.rupizads.com and it is a global ad network having good amount of publishers from all the verticals.
They have lots of CPA based publishers who work on pay on performance model and drives good results for it.
