    Is Lyris an in house / local server solution?
    Seems they are based in the US. Are you?

    Because of the nature of the campaigns a council shouldn't have problems with deliverability, will likely only send plain text messages, but could end up with a large list, sending a considerable number of mailings.

    We have found Lyris to provide excellent service and allow us to have the control that we need for our campaigns.

    Or, back to hosted services, I started a couple of years back and have so far successfully managed to send 7 million+ emailed newsletters and bulletins out with hardly any problems. Manage my own data, .html loads, sends, etc., but with automated unsubscribe, spam management issues, ISP broadcast blacklist avoidance and all the rest of that nasty business.

    They're nice people too, and we're talking hundreds rather than thousands. Might be worth checking out at least on http://www.circdata.com/dynamail.htm.

    Hi,
    I've previously used NewZapp (http://www.newzapp.co.uk/) when working for a niche volunteer travel operator, Different Travel, though I see that they have worked for Devon County Council too so perhaps have experience of the sort f thing you are looking for.
    For me, at an annual cost of about £1K, they offered everything I needed - a fairly easy to use, self explanatory online account (only one connection issue ever), email database management, professional templates, more than adequate open /click tracking and friendly and helpful staff, though they were seldom required.
