I am looking for an email service provider that provides filter functionality to weed out persistant non openers. Preferably the filter would allow me to dictate how many emails they had not opened "remove all recipients that have not opened for the last 8 deliveries" or "remove all recipients that have not opened for the last 15 deliveries".
Perhaps a bit of a big ask given that they'll make less money, but if anyone does offer this it would be fantastic as I currently do it manually by extracting all the non openers from each delivery.
StarMail, our email marketing system has a feature that will allow you to filter out persistent non openers. With this feature, you can create a rule based trigger to deactivate people on your database who have not opened your emails a pre determined amount of times (you can change this number at any time if your testing dictates). Deactivation of the contact in our database will then prevent you from sending to them again, unless you need to reactivate that contact for any reason.
Our system will also auto-deactivate your contact if they incur a permanent (hard) bounce more than 3 times. Continually sending to bounced email addresses affects your deliverability so our system has this auto cleansing process built in.
We'd be happy to talk through any other scenarios that you need addressing as well.

We use Adestra's software to manage our emails - it allows us to segment on loads of stuff - including whether someone's opened or not.
I do recommend though occassionally still mailing the non-openers when you've got a really compelling email - email / new arrivals etc. Maybe once every 6 months.

You may want to have a look at Communicator Corp. I've had a demo of their service and it seems to offer exactly what you are looking for. However this type of query (as i understand) needs to be written when their tech guys setup your account.
