I'm not sure. It depends on what exactly you classify as "competition", but I think we may be able to help. If you give me more details on what you're after exactly I'll see what I can do.

Yes - I know a company in Ukraine who provides hosted competitions that includes entering photos and/or videos with the option of other users voting for the best one.
