I have a client who would like to make their product catalogue available on CD so that they can distribute it easily to customers who do not have internet access. They definitely need to include product search on the CD, and possibly also some means of controlling access to the CD via a password.

Can anyone recommend software to create catalogues on CD? The client is a small business with limited budget, so cost will be a factor.
