We have a potential client who has offices around the world. What they are looking to do is to create a super-site, so that each country has its own site but it's actually part of the whole organisation, the super-site.
Each country site may have content different to another country, different user/access structure and also different languages. eg. Italian site may be in Italian and German and Chinese site is in Mandarin, Cantonese and English.
With that in mind we are looking either for a solution CMS or a more static-tool which may be able to do the job easily. Which tool would you recommend? Please note that we're only interested in solutions which are available at a one-off cost, ideally a low one too.

Well, most of the branded solutions in the market would be quite expensive and won't offer the kind of flexibility you are looking for. The best bet would be to use an open source and customize it as per your needs. In my prior job, we end up creating our own in-house CMS solutions to tackle these kind of problems. Definetely the time to market would be quite higher, and it will take time to productize the solution but, in the long run will offer you lot of flexibility and potential to extend across different ecommerce platforms.
