A client of mine wants a database in which they can
store images and metadata about permissions for those images. When doing picture
research they want to make it easier for themselves to search for suitable
images among what they’ve already used, and to be able to see what permissions
they have to re-use the image. The budget is small and they want to move

I don't know if they'd fit your requirements but these guys are good: Aetopia. Just not sure if they're cheap, but imagine you can soon find out.

VYRE offer a DAM solution that maybe of interest. Although we do offer the big multi feature systems you mention, however we also have Software as a Service DAM solutions that might be more appropriate.
If you could provide more details of your requirements, then I'm sure we could ascertain pretty quickly if there is a potential fit.
