I’m joining the party a little late here, but in my experience many organisations set up social media projects purely from a business goals perspective and usually as an experiment. Balancing the needs of the business with the needs of the customer ensures a much more successful social media project. Looking at why a customer would want to engage with others about an organisation is key, and supporting them in achieving their goals will go a long way to generating a successful project.
In our experience, measuring value should focus on the customer experience rather than just buzz and analytics. How much better is the experience with social media? Are customers reaching their goals easier? Does the social media touchpoint add a smoother step in a typical customer journey? and so on.

You should have a talk with Katy Howell at immediate future (http://immediatefuture.co.uk). I've known them for a couple of years now and they've done some really good work with the likes of Sony, Diageo, Sara Lee and Hotel Chocolat.
Chris Bishop used to rave about them when he was at the latter.
We're a supplier to them, not a client, but I've learnt more from Katy about how campaigns like this should be structured than from anywhere else.

Wandered into this chat thread a little late however would like to add a couple of points
Tempero is a really great agency, got a lot of respect for their work and its not just about the moderating. They're doing amazing stuff with child safety online, and whilst we are waxing on about social media and its potential - let us not forget how vunerable children can be in this space, they know how to use the technology but they don't always have the experience of knowing good from bad people within this space..
And agreed immediate future is right up there as a first rate sm pr agency.Katy is a a very talented, intelligent lady and knows how to structure social media campaigns. I've spoken to her a few times and she's blown me away every time!
