I represent a vendor, Offermatica, so I will not render an opinion on best.
However, to clarify a comment made on this subject, Offermatica is a full-site testing and optimization tool and can run simple tests or multivariate tests on your existing site pages or even over multiple pages or visits.
Our landing page offering uses your existing site and changes content on the pages to make the site more relevant to the visitor.

As for "build your own", I would think there are enough cost-effective options out there that you shouldn't need to. Our particular specialty is speed and frequency of testing - we are great when you are ready to make testing and optimization a part of marketing.
