We have a current client that is proposing to offer the service of renting designer ties on a monthly basis, and really we are after feedback into whether anyone thinks this is a viable service?

As a first step you need to better define your target group and do market research amongst the target group.
I also think the following aspects need to be taken into account prior to be able whether customers might be interested:
- latest designs - how frequent does your client buy new ones
- price of renting versus buying
- how long do people need to rent for? For the business case, it would be interesting to understand the proportion of people who are interested as a one-off or ongoing basis?
- is this the only service or does he also offer other renting services as it would be interesting to check whether prospect customers are only interested in a tie or the complete outfit?

u need to ask yourself why nobody else is doing this.
i would suggest its probably not because nobody else has ever come up with the idea.
