Could anyone suggest where I would find the most up to date CPC and CPM rates, or give me an idea of the applicable rates for both general and targeted ads?
I have studied the 2005 advertising networks buyers guide produced by econsultancy and although informative, I am guessing a lot has changed in that short time.

Your best bet would be to phone up a couple of agencies or approach any specific sites you're looking to target direct. Most will have rate cards available (which are usually somewhat flexible).
Prices vary massively depending on the type of ad / level of targetting / niche / whether you want to specify page/site/network / how much you're buying.
I know it's not much, but I hope that helps at least a little bit!

CPC Rates can vary dramatically depending upon a number of variables including, for Paid Search:
Sector and competitive landscape
Keyword Competitveness
Your Quality Score
How your budget is managed
Your positional strategy
The key to reducing overall CPC's is to levarage less competitive keywords across your campaigns, and to split the campaigns into groups based on search mode.
The searchers journey typically consists of a number of phases. You may, for example not want a searcher who is just browsing to click on a broad, generic based (and possibly expensive)keyword, but prefer instead to expose your offer in these early stages.
The key is to catch them in purchase or conversion mode with more specific keywords, that are generally cheaper.
We can usually significantly reduce clients CPC's using various strategies such as this.
