I run a number of international AdWords accounts and get asked what the best way of doing this is. Do you set up new campaigns for each country or new accounts? Should you just stick to new AdGroups for each country?
In practice the answer is usually to use a new Campaign within your account for each country. The reason is that it is at the Campaign level that you select where in the world you want your ads to appear. If you want to show different ads in Belgium, then set up a Campaign for Belgium and select Belgium as the only country to see the ads in.
If you are targeting a large number of markets in, say, Belgium you can then choose either to set up different AdGroups within your Belgium Campaign, one for each target market or if you need even finer control than this, you could create new Campaigns for each target market within the country you are advertising in.
Generally it makes sense to start with a single Campaign for each country unless your market is global and can be addressed with a single set of keywords.
Accounting considerations may override this however - if you need to charge out different country campaigns to different cost centres, it can be easier to set up a new AdWords account for each centre.

Is it just me or has this offer ended now? it originally said that it ended end of July but I am getting a different screen now so looks like it has ended?
