I am considering outsourcing a simple web design project overseas to cut costs. Could anyone recommend either a previously tested supplier or a UK intermediary that can help manage such a process?

Try a company called Spoton on they are in Devon so costs are cheaper. They have 20 staff, 6 of which are designers, 5 are web builders and 2 programmers.
They really do know their stuff and will provide you a cost effective solution.

We offer managed outsourcing - UK project management with Polish development. We build functional e-commerce or data-driven websites, and can recommend designers or work with yours. Because it's a fully managed service, you're not open to the risks of going directly with an overseas outsourcer.

Hi, we've found the best way to manage off-shoring web development to be to have UK project management and client service, with technical development in India, and creative development in Australia.
This approach has been enormously succesful for our clients, as we provide a friendly face, can attend client meetings and understand the brief, and can then translate the requirements into a specification which can be developed offshore.
We've also found a separation between technical development and creative production has been necessary as great design needs much more cultural sensitivity, and the Australian culture, design education, and visual sensibility is so close to the UK we've had very few problems.
It also means that we manage a 24hr production cycle, as amends fed in by clients can be actioned by India and Australia through the night and be awaiting feedback in the morning.
We work with a few trusted suppliers in both locales, and have been able to deliver very large, complex and potentially unfeasibly expensive projects very cost effectively, and with no drama for the end client as they deal directly with us to ensure the project is on time, on budget and exceeds their expectations.
