Is a link from a URL with page rank 10 is more important than to have 10 links with page rank 7?
What different impact these two options will create during your link building campaign ?

i would say yes, i'd rather have one form a pr10 than 10 pr7's
I would pay you a heck of a lot of money if you could get me a text link from a pr10, there isn't many about you know.
Only sites like google, apple, real player and nasa are pr10's.
