Apart from the bigger question of 'does the world NEED or WANT yet another social networking platform (you are thinking of entering a market which is about to consolidate), there are a few aspects that you might be considering:
1) Are you looking for someone to simply produce a UI design for you? In which case what are you going to power it with?
2) Are you hoping to use something like NING as the engine behind your application?
3) Are you looking to buy a FaceBook clone 'of the shelf' or even as 'open source' and then customise it?
4) Do you believe that someone is going to create a complete social networking site for you for under 10k ?
Personally I wouldn't do any of the above, but I am interested in what your question really is?
I have lost count of how many people have contacted us asking for an eCademy clone with a budget of circa £5k. When we stop laughing and wipe away the tears we always ask the same question... "Why would you want to build that?"

Not quite sure why you have taken such offense it was not my intention to be rude to you (I don't believe I was) and upset you. I apologies if you mis-understood my post.

Anyway best of luck with your project, however you decide to progress it.
Ed actually raises some very valid points. Not the most diplomatically put Ed, but very reasonable.
There are a huge amounts of social platforms out there and a lot of them duplicate what Facebook, MySpace, etc., do much, but the big guys do it so much better.
It would probably be worth taking Ed's advice in that you need to be certain of the following:
1) That your core market is going to be willing to use yet another social networking site.
2) That the amount you plan to invest is going to be enough to acheive your short term objectives.
3) That you have enough money in the medium term to keep up with some of the major developments in other platforms (links to other technologies, mash ups with Google, MySpace, etc.)
4) Most important of all - if you are going to be able to measure the success of the new platform either in terms of users and user enjoyment or in terms of monetizing (making money out of it).
In our experience, it's best to go with what works elsewhere, such as seeing if your market will use social networking on one of the main social sites, then asking them what they think about it.
From there you can work out whether you want to contribute to that experience in the form of a Facebook App (for example) or go on to do the necessary research for building your own Social Networking site.
Please make sure that you've done the former before you try the latter!

I thought I would make my first jump on the e-consultancy forum, as the solutions that Webjam provide might be relevant to the discussion.
Consultant, I also think it would be helpful if you could refine your requirements a bit more: what do you mean by virtual? are you thinking MMORPG, avatars, etc...? Are you looking to build your own social network as an end-goal, or are you looking to support your brand/project with a customised social network? Which internal resources are you willing to allocate for maintenance once the site is up and running?
It might be that Webjam can provide the solution that you are looking for, so I will include a quick explanation of what we do here, but it might be off-topic if you are thinking of something virtual, a la Second Life, as we dont do that (yet)! I would be very interested in your feedback, as well as feedback from readers of this thread, as we are currently in the process of defining and trialing the offering.
Webjam provides a platform for individuals or brands to create their own social networks. While Webjam offers some similar functionalities to Ning in terms of customised social networks, there is one dimension that makes Webjam unique: the concept of replication or templates, so that any brand or organisation can easily manage a “network of social networks”.
If you are curious to find out more , the theory is explained here in a blog post from our CEO Yann, and you can also see an example from one of our partners, the free London magazine The Other Side. The Other Side supports their offline publication with an online community on Webjam, and they are also starting to create channels around specific topics, like arts galleries, for which they have built a specific template that any art gallery can replicate and start a webjam from.
