I am looking for a full featured web tool that can assist in the delivery of large commercial web sites.
It would contain a method for displaying and cataloging web assets, proposals, functional templates, etc.
Thank you.

To research project management tools you're probably best of looking through some of the sites I list in my post in the project management forum: http://www.e-consultancy.com/forum/Default.asp?v=446&p=1
Equally there are a few useful resources to be found by searching on 'project management' on this site's white papers database at http://www.e-consultancy.com/knowledge/whitepapers/search.asp
I assume from your question that you are asking about tools to help manage the web project as opposed to a content management system for the site itself? In my own experience I find that Outlook, Internet Explorer and Project cover pretty much all the things I need to. Using these tools and some sensible processes (e.g. directory structures and file naming conventions) I find that I can adequately manage even large projects.
I have experience of using virtual tools (e.g. project web sites) to manage projects (see post at http://www.e-consultancy.com/forum/Default.asp?v=148&p=1 ) but little experience of other dedicated web-based project management tools e.g. WebProject (http://www.wproj.com/index.html)
