Does anybody know of a software program that will control and forecast workforce and sales teams.

I've tried to implement it in Microsoft Project but the problem is that people work at different efficiency rates such as one person can sell £500 a day of advertising which maybe average so that is 100% efficient , but somebody may sell £750 a day which makes them 150% efficient. Microsoft Project can't grasp..

So i need to find some software to control and monitor this, for forecasting projects...i.e. how long it will take for one person working at 135% efficiency to sell £20K of advertising space..but at real-time
