Does anyone have recommendations on where to host a "submit your video contest"? Putting on the main contest site of YouTube is very expensive and of lower video quality. Would the design of the hosting page with the capability for voting and comments be something for a CrowdSpring project? Can it be turned around quickly?

If you are open to it I would like to discuss with you directly to better understand your business goals, user experience expectations, demand drivers and technical needs. Our company has done extensive market research, provider & solution evaluations and web strategy plans across the online video, UGC and video contest marketplace and would welcome a discussion regarding your project.
We do not feel that YouTube is a good direct solution, its great for a distribution channel, but no so good for a management platform. Depending on your needs there could be a variety of providers and solutions to compare, evaluate and consider all with different cost structures. We can be very efficient in advising on video contest, UGC and online video solutions and look forward to connecting with you regarding your project.
