I'm researching 3rd party software solutions for tell-a-friend/referral with an financial incentive option (example: retailers like gilt.com or groupon). I haven't been able to find very many options on my own. Any recommendations?

Most companies selling email marketing software will be able to do this for you - usually just requires adding some simple code to your site.
You would then need to manage the offer your self.
