A new HM Treasury site has launched at www.hm-treasury.gov.uk to engage the public in the forthcoming Comprehensive Spending Review.

HM Treasury is preparing for the next Comprehensive Spending Review (CSR) in 2007, which will set spending plans and targets for government departments for 2008 to 2011. The key aim of the review is to identify what further investments and reforms are needed to equip the UK’s public services for the global challenges of the decade ahead.

Interactive agency Cimex was commissioned by the Treasury to develop an informative and consultative website for the public, following the Chancellor’s announcement at Budget 2006 (22 March 2006) that he wanted to encourage a national debate to inform CSR07.

Cimex built a structured new format, which encourages visitors to browse the Spending Areas and Issues pages before they give their views on how the UK should be meeting the challenges ahead. To add a bit of fun, Cimex created an exciting Spending Review Game where the public have the option of rejigging the Government budget. This way respondents are fully immersed into the reality of public spending and are able to consider a wider perspective.

The site is educational, providing clear and accessible information to the public about where and how public money is currently spent and some of the key challenges that will shape the decade ahead, enabling users to develop informed opinions about future priorities for public spending and public services. It is also consultative providing a tool for the Government to gather the views of the public.

The debate is intended to engage the general UK public on a number of issues relating to the long-term challenges facing the country – including demographic and socio-economic change, globalisation, technological change and innovation, climate and environmental change and global uncertainty – and what the long-term priorities for public services should be in the light of these challenges.

The Treasury commented: “We were impressed by Cimex’s track record of creating useable websites that are highly accessible and engaging. HM Treasury was looking for an agency that would collaborate with the department on developing an enriched and practical experience for the general UK public. We are very pleased with the end result.”

“We were delighted to have had the opportunity to develop this important and relevant platform for the exchange of information and ideas between Government and the general public,” commented David Hockin, Corporate Director: Cimex.

Cimex was responsible for the information architecture, design and build of the site. A Welsh version will be launched soon.
